Before Activate Locate goes live, Phase 1 begins: establishing the silent framework that will hold the network together. This stage focuses on identifying key communities, recruiting early Sentinels, and stress-testing encrypted systems to ensure reliability from day one. Pre-Operational means moving quietly, embedding trust, and preparing the ground so that when activation comes, the grid is already in place and ready on command.
